Isaiah 63:11. "Then he remembered the days of old, of Moses his servant. Where is he who brought up out of the sea the shepherds of his flock? Where is he who put in the midst of them his holy Spirit"?
This follows God finding no one to save nor to help Him, and so He trod His people in His anger (Isaiah 63:3-6). He remembers Moses, and the good he did for Him. God is lamenting that He can find no one like Moses among His people, but I think He is also prophesying about the need to send the Messiah, His Son. God ultimately had to save us on His own, none of us could ever have done it. Even Moses, as great as he was, could not have gained us salvation. So God says "my own arm brought me victory" (Isaiah 63:5).
During Lent, in our parish's Stations of the Cross, we read from this chapter of Isaiah. We hear Jesus saying the things that God says: "I looked, but there was no one to help; I was appalled, but there was no one to uphold." (Isaiah 63:5). It is a reminder that, even when He came as one of us, we deserted Him as He alone saved us.
God always knew He would have to save us Himself, although He raised up people to help Him in the days of old, people who brought His people closer to being ready for His Son. Now that His Son has come and saved us, let's never let Him look and see no one willing to help or worthy of being upheld again.
