Job 38:11. "Thus far shall you come, and no farther, and here shall your proud waves be stayed." God is reminding Job that He is the Creator of all things, and He sets their limits in accordance with His Will. The sea, described as proud, is subject completely to the "bars and doors" (Job 38:10), that God has set for it. It may come so far, but no farther.

 

It is so helpful to remember this when evil seems so prevalent. Even the demons are God's creation (as angels when He made them). They are completely under God's control. They can do nothing without His permission.

 

It sometimes seems that evil is just as powerful as good - that good and evil are counterbalancing forces in the universe. This is false. Good is the ultimate power, it is God. He alone has control over all, even the forces of evil. He lets them beleaguer us for His own purposes, which are always good. Sometimes this is as a test, sometimes as justice, sometimes it is for reasons we do not understand, as Job did not understand, but He will always say to evil "This far shall you come, and no farther" when the time is right.
