Matthew 9:32-33. "As they were going away, behold, a dumb demoniac was brought to him. And when the demon had been cast out, the dumb man spoke; and the crowds marveled, saying, 'Never was anything like this seen in Israel.'"

God did not create people to be dumb, or lame, or blind, or ill. Before the Fall, these things did not exist - Eden was the state of man as he was meant to be. All of our physical and mental illnesses are a result of the Fall, a result of sin. That is not to say our illnesses or limitations are due to our own personal sin, although sometimes they might be, but rather that illness, physical limitations, and even death would not exist but for sin. So, the casting out of sin, or demonic influence, is necessary to save this one man, but also to save humanity, and the only one who can do that is the God who created both fallen man and fallen angels. We need a Divine Physician, one who is not sick Himself, who is not under the influence of the Fall, and has never been under the influence of sin or demons. This is the promised Messiah, Jesus Christ.

If Eden was our perfect state, which we lost, Israel was a very imperfect state (see all of the Old Testament)! But the Israelites were the chosen people, set apart to be the beginning of God leading the whole world back to its perfect state. So when the people here say nothing like this has ever been seen in Israel before, their words are proclaiming Jesus to be the Messiah - the only one who could do this for this one man and for all of us.

Jesus came as a Jew, and to the Jews first, because Israel was chosen by God from the time of Abraham. Israel was where His mission had to begin, and those were the people who would recognize Him first. But He did not limit His healing and deliverance to them, He came for all of humanity, He is everyone's Divine Physician, and we cannot be cured without Him!
