2 Samuel 22:32 "For who is God, but the Lord? And who is a rock except our God?"
I have called various people "my rock" at different times in my life. In those times, I was so grateful to have them in my life to provide stability and reasonable advice when things were crazy for me. But any individual person's involvement in my life can wax and wane. No one is as permanent a fixture in my life as God, not even those closest to me.
I do think God gives us the people we need when we need them, and asks us to be those people for others, but it is wrong to cling to others so tightly that they become a stand-in for God. Family, friends, and good advisors are gifts, the relationships we have with them should be nurtured and cherished, but they are not our permanent "rock". Only God will be our rock eternally. Only to Him can we cling in every storm, only He has no other interest or influence than seeking our good.
Other people have their own lives to lead and their own salvation to attain. God is their rock as well. We can and should rely on each other and be willing to help each other, but we have to always remember that God is the steady, permanent, all-good presence behind everything in our lives. He may be acting through our relationships, but it is He who is guiding everything for our salvation. "Who is a rock except our God?" Noone is nor can be.
