Deuteronomy 16:2. "And you shall offer the Passover sacrifice to the Lord your God, from the flock or the herd, at the place which the Lord will choose, to make his name dwell there." This is just one small part of the very lengthy instructions God gives Moses for his people. (I sometimes think of God as being so relieved that He finally has someone He can talk to who listens and understands, that He just talks and talks and talks to Moses! I am the same way when I finally find someone who understands me!)
In the Parable of the Talents, the lazy servant said he feared his master because the master reaps where he did not sow. When we were talking about this, someone said that must mean that the master was stealing, but I thought, no - it means God wants us to use our talents to go out into the world, bringing His message, and converting hearts and minds to Him. When Jesus was on earth, he was very limited geographically, but He sent his apostles out to the whole world, making deciples of all nations.
Something similar is happening here, I think. God tells Moses that the Passover must always be celebrated, wherever God leads them, "to make his name dwell there." First and foremost, God is going to lead Israel to the Promised Land, and He wants to be sure the people celebrate the Passover there. This will consecrate the land to God, making Him dwell there (there is a sacrifice involved, from the flock or the herd, which will seal this consecration), but it will also show the world that these people belong to God.
As the Israelites grow and, throughout history, move out into the world, continuing to celebrate Passover, they will be doing so in many different lands and places. Each time, they will be showing the world that they are the chosen people, that their God has saved them, and this will make His name dwell in those new lands and known to new peoples. This is how God reaps where he did not sow, by using us to make Him known to the world.
